ABOUT OUR COOPERATIVE

The East Bay Permanent Real Estate Cooperative is a multi-stakeholder cooperative that facilitates BIPOC and allied communities to cooperatively organize, finance, purchase, occupy, and steward properties, taking them permanently off the speculative market. We create community controlled assets and empower our communities to cooperatively lead a just transition from an extractive capitalist system into one where communities are ecologically, emotionally, spiritually, culturally, and economically restorative and regenerative.

PURPOSE OF THE POSITION

East Bay Permanent Real Estate Cooperative is seeking a dedicated and community-minded Residential Property Manager to oversee our residential portfolio, currently including single-family homes, and small apartment buildings, located in Oakland, Berkeley, and Richmond California. We have 14 residential units currently, and are seeking to grow in the coming years.

This role requires not only traditional property management skills but also the ability to collaborate and engage with residents who have the opportunity to become cooperative members. We are looking for someone with trauma-informed, culturally relevant, residential property management experience to manage our residential properties inhabited by lower income, BIPOC, working class/artist individuals and families; to co-steward properties collaboratively with residents; and to improve upon our nascent property management systems that will allow us to continue to grow and serve our community.

KEY RESPONSIBILITIES

Property Maintenance:

  • Coordinate regular property inspections to identify maintenance and repair needs. (Visit properties monthly to complete property inspections.)
  • Oversee maintenance staff and contractors to ensure prompt and quality service.
  • Ensure compliance with safety regulations and building codes.
  • Meeting with vendors onsite to obtain proposals for ongoing projects and new issues.
  • Schedule all maintenance with residents & vendors ; ensure proper insurance compliance for all vendors.

Resident and Community Engagement: 

  • Foster a cooperative environment by collaborating with residents on various community-oriented projects and initiatives.
  • Facilitate communication between cooperative members, residents, and the cooperative board.
  • Organize and attend community meetings to discuss property management and cooperative activities.
  • Facilitate effective communications with residents and provide feedback and participation opportunities through surveys, meetings, and flyers.
  • Address residents’ inquiries, complaints, and requests in a timely manner.
  • Enforce lease terms and community policies.

Leasing and Occupancy:

  • Manage resident applications, screenings, and lease agreements.
  • Approve new residents in collaboration with staff and residents to achieve community goals.
  • Market available units effectively and conduct property showings.
  • Work to ensure high occupancy and minimal vacancy periods.
  • Create strong connections with all residents ensuring minimal turn over.
  • Create innovative solutions and incentives for rent non-payment and other lease violations to help avoid eviction and impact to the cooperative.

Financial Management:

  • Develop and manage property budgets, ensuring cost-effective operations.
  • Collect rent and other fees, ensuring prompt payment and handling arrears efficiently.
  • Prepare financial reports, including occupancy statistics and maintenance costs.
  • Work with accounting team to ensure timely record keeping and accurate financial reporting.

Administrative:

  • Maintain accurate records of property transactions, leases, incidents, and maintenance activities.
  • Ensure compliance with all applicable laws, regulations, and housing standards.
  • Ensure continuous insurance coverage, and insurance compliance.
  • Prepare reports for EB PREC or residents as required.

Lead & Cooperate!
We all carry the load collectively and support the growth of the cooperative. Not every responsibility can be anticipated, and you may be called upon to support others, as you may call on others to support you, to carry our collective work forward. This is an important part of our staff dynamic, and reflects our commitments to solidarity and personal growth. This will include tasks like:

  • Project Management – lead on your areas of work. Balancing long-term considerations (e.g. timeline/budget/community empowerment) with day-to-day execution.
  • Construction Management – managing discrete construction projects at properties, or support staff managing larger construction projects.
  • Development – execute reporting and draws for construction.
  • Resident engagement – facilitate meetings and support trainings.
  • Asset Management – support the analysis and long term planning of properties.

QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Real Estate, or related field preferred. Or 4 years experience working with a non profit, housing organization, or cooperative.
  • Proven experience in property management or real estate.
  • Strong knowledge of property management laws and regulations.
  • Excellent verbal and written communication skills.
  • Excellent time management and coordination skills.
  • Excellent organizational skills using Asana or comparable project management software, and Google digital products.
  • Proficiency in property management software like Buildium, AppFolio, Quickbooks.
  • Strong problem-solving abilities and attention to detail. Flexible and collaborative approach to management.
  • Passion for relationship building and social justice.
  • Access to reliable transportation.

WORKING CONDITIONS

  • Frequent interaction with residents, maintenance staff, and contractors.
  • Will require working evenings or weekends depending on resident and property needs for meetings, trainings, and repairs.
  • Ability to handle emergency situations outside of normal business hours.
  • Work is on site in Oakland, Berkeley, and San Pablo, as well as virtual. Downtown Oakland office available.

This position is full time (30 hrs/wk), with $68,640 annual salary (0.75 $91,520 FTE), commensurate with experience.
